Paul Buckley
Paul Buckley is the Municipal-Ports Division Manager at Anser Advisory, a Registered Civil Engineer, a Certified Construction Manager, and has been in the Construction Management industry for 38 years. Mr. Buckley has overseen a wide array of projects from Interchange 11 of the New Jersey Turnpike, the design of the Pima Freeway for the Arizona DOT, to the Queensway Bay Downtown Harbor in Long Beach, CA. Paul is a member of the U.S. Green Building Council, the Construction Management Association of America, the Design Build Institute of America, the American Society of Civil Engineers, and the Society of American Military Engineers.

Rick Panos
Rick Panos is the Director of Construction Management, a Registered Architect, and a Certified Construction Manager. With 47 years in the industry, Mr. Panos’s body of work is extensive and covers everything from conceptual design to claims management. Rick’s experience has afforded him the opportunity to work on a vast array of projects from theme parks to a $20 billion military installation in Saudi Arabia. Additionally, Rick has presented numerous times at CMAA National on many aspects of the construction management process. He has taught the professional construction management course for over 10 years. Rick belongs to the American Institute of Architects and the Construction Management Association of America.

Stephen Mutch
Stephen Mutch is a Registered Civil Engineer and Certified Construction Manager. Mr. Mutch is a proponent of sustainability and is working on various committees pursuing goals and practices for the construction industry. With over 30 years of experience, Mr. Mutch has contributed to a range of projects from the material recovery facilities, to organic, biogas generation facilities and projects. Mr. Mutch has also presented several technical papers on sustainability-related matters to the American Chemical Association, the Groundwater Resources Association, Orange County Water District, and the City of Santa Monica. Mr. Mutch is affiliated with the Building Commission Authority, the National Registry of Environmental Professionals, the Construction Management Association of America, and the Design Build Institute of America.
